Moon Urges Trump to Maintain Dialogue with N.Korea

The gathering of the Central Committee comes after Kim's Hanoi summit with US President Donald Trump broke up without agreement in February, and as South Korean President Moon Jae-in flies to Washington for talks with the US leader.

"We want sanctions to remain in place, and frankly I had the option of significantly increasing them", he said, referring to an incident last month when Trump took to Twitter to abruptly cancel sanctions that had been announced by the State Department.

"In this sense, I believe the Hanoi summit was not a source of disappointment", Moon said, adding: "But it is actually part of a bigger process that will lead us to a bigger agreement". The two sides gave different reasons for the abrupt end in talks.

Mr Kim has made economic development the centrepiece of his strategy and told officials this week that building a self-supporting economy would be a blow to the "hostile forces" that have imposed sanctions on the North Korea.

During key party meetings held ahead of the parliamentary session, Kim stressed the importance of "self-reliance" repeatedly and urged his people to follow through on the party's strategic line of economic development.

North Korea named a new nominal head of state and a new premier, state media said on Friday (April 12), replacing the two senior leaders tasked with representing Pyongyang in many worldwide engagements and playing a major role in developing the civilian economy.

In an expected move, KCNA also reported that Mr Kim Jong Un had been re-elected as chairman of the State Affairs Commission.

The situation on the Korean Peninsula, which has been divided into two countries with differing political systems in place since 1953, improved previous year with Kim and Moon having held several meetings.

Moreover, the White House said, Moon and Trump affirmed the importance of continuing close coordination and cooperation on issues related to North Korea and discussed the "enduring strength" of the South Korea-U.S. alliance, "which remains the linchpin of peace and security on the Korean Peninsula and in the region".

But the North's official Korean Central News Agency (KCNA) appeared to indicate that Kim may be focussing on Pyongyang's continued push to develop its economy. President Trump on Thursday hailed what he called great progress in his quest to get North Korea to abandon its nukes - but also suggested that he might be willing to accept a less sweeping deal.

Mr Choe was one of the three officials sanctioned by the U.S. in December over allegations of rights abuses.

The State Affairs Commission is described in the North Korean constitution as "the supreme national guidance organ of state sovereignty" making it the country's top decision-making body.
