In four-page summary of Mr Mueller's report on March 24, Mr Barr wrote that the special counsel did not find that Mr Trump's campaign "conspired or coordinated" with Russian Federation to influence the 2016 presidential election.

The Washington Post reported on Thursday that members of Mueller's team prepared summaries for different sections of the report with a view that they could be made public, citing one U.S. official briefed on the matter.

His grievance, aired on Twitter, comes amid a push by House Democrats to obtain six years of Trump's personal and business tax returns as well as the full report of special counsel Robert S. Mueller III into Russian interference in the 2016 presidential election.

By the time the Justice Department hands over the full Mueller report to House Democrats - if it ever does - Donald Trump may no longer be president.

On "America's Newsroom" Thursday, Starr, a former independent counsel whose investigation into Whitewater led to then-President Bill Clinton's impeachment hearings, said information that could compromise national security or grand jury secrecy must be redacted from the report. But Barr said he concluded there was not enough evidence to show that Trump committed the crime of obstruction.

The Democrat-led House Judiciary Committee subsequently subpoenaed Barr for a full, unredacted report on Wednesday. "If we can not reach an accommodation, then we will have no choice but to issue subpoenas for these materials". "I think it's inevitable that Mueller is going to testify at some point, but the first thing we need is the release of the report and the documents".

More troubling, however, is the fact that Barr seems to have take liberties not just with his spin, but also with Mueller's intentions.

The Post backed up The New York Times' reporting that the team was upset Barr didn't release the summary information, either.

The top Republican on the Judiciary panel, Doug Collins, said at the vote that the five subpoenas are misguided because two of the individuals have already provided 3,000 documents to the committee and that the other three have indicated a willingness to cooperate. A spokesman for the special counsel did not immediately respond to a request for comment. Barr has also offered to testify shortly after the report is released.

More than 16,000 people have signed up to protest outside the White House, NBC News reported.

Barr also said the special counsel did not exonerate Trump on obstruction of justice.

Nadler said Tuesday he was "not committing" to waiting for Barr to release the report he's working on before issuing a subpoena, saying subpoenas would be used "as necessary" and he wanted to see what cooperation the committee gets first from the attorney general. "R. Crim. P. 6 (e)' - a law that protects confidential grand jury information - and therefore could not be publicly released", DOJ spokesperson Keri Kupec released in a statement. "Bob Mueller runs a very tight ship, and that ship does not leak", David Kris, a former assistant attorney general who worked closely with Mueller, told Vox in late 2018.

Angel Padilla, Indivisible's national policy director, argued that both Barr and the Trump administration "have drawn unverifiable conclusions from a report no one else has been allowed to see while ignoring the overwhelming majority of Americans who want it to be made public".
