It has been called the biggest restoration of voting rights in decades: Yesterday Florida voters approved a ballot measure to restore the vote to 1.4 million people convicted of felonies, a move that could have significant repercussions in the swing state. Amendment 4 was one of 13 ballot initiatives that Floridians considered this year, but it has received the most national attention, as it enfranchises the largest population in US history since women's suffrage.

Louisiana approved Amendment 1, which will have prohibit a convicted felon from seeking or holding public office or appointment within five years of completion of his or her sentence unless he or she is pardoned.

The movement to reform the state's notoriously strict restoration process was championed by the Florida Rights Restoration Coalition, a bipartisan group led by convicted felons.

But even after Amendment 4, advocates say there is still more work ahead.

"Right about now, we can presently say that we have made history", said Rhonda Thomas, manager of the "Let My People Vote" campaign.

The non-tribal Florida gaming market generated $546.6 million in 2017 from the state's commercial pari-mutuel facilities, but saw slowed growth overall of just 0.1 percent.

The restoration of felon voting rights has always been an issue in the state.

Florida added 1.4 million possible voters to the rolls when it passed Amendment 4, a measure restoring the voting rights of felons who have served their sentences. Millions of people were banned from voting for the rest of their lives, and that was an offense to folks who live in the state. It also had key gubernatorial and Senate races this year.

Scott has said, "If you are a convicted felon part of what you did is you lose your rights and there ought to be a process to get those rights back. In Maryland, I'm proud of everything we've done to open it".

It is impossible to talk about Amendment 4's passage without noting its political impact one day after the state's two top Democrats apparently lost by very close margins-even though the moral and inspiration dimensions of the campaign can not be ignored.

Throughout the campaign, the ballot measure gained star-studded support from the likes of "Orange Is The New Black" author Piper Chapman, John Legend, Ben & Jerry's Ice Cream, NFL stars like Warrick Dunn and even the Koch-backed Freedom Partners. But whether those people register to vote - and which political party they ultimately support - remains to be seen.

According to the Florida state department, roughly 13 million citizens are registered to vote, with both Republicans and Democrats having almost 5 million party members each. The process was implemented by Florida Gov. Rick Scott, and could take nearly seven years just to complete an application.

Indeed, 64 percent of Floridians agreed to restore felons' voting rights, according to the Associated Press. Other states have been gradually been changing their laws to provide that voting and other civil rights are automatically restored upon completion of a sentence, including any conditions of probation or parole.
