New Jersey Sen. Bob Menendez, the top Democrat on the Senate Foreign Relations Committee, speculated that Haspel didn't attend because she "would have said with a high degree of confidence that the crown prince of Saudi Arabia was involved in the murder of Jamal Khashoggi".

"The sanctions target individuals who are, in the opinion of the Government of Canada, responsible for or complicit in the extrajudicial killing of journalist Jamal Khashoggi", the Department of Global Affairs said in a statement. "Their listing also renders them inadmissible to Canada pursuant to the Immigration and Refugee Protection Act".

"While Canada has imposed sanctions on these 17 Saudi nationals, we continue to call for a transparent and rigorous accounting of the circumstances surrounding Mr. Khashoggi's murder", the media release states.

"We also have a crown prince who is out of control, a blockade in Qatar, the arrest of a prime minister in Lebanon, the killing of a journalist... and whether there's a smoking gun", Corker said, "I don't think there's anybody in the room who doesn't believe he was responsible for it".

Khashoggi is said to have been murdered inside the Saudi consulate in Istanbul on October 2.

"The murder of Jamal Khashoggi is abhorrent and represents an unconscionable attack on the freedom of expression of all individuals", Ms Freeland said.

"And in terms of our review of our own arms exports to Saudi Arabia", she said.

The G-20 summit is set to begin on Friday, bringing together several world leaders, including US President Donald Trump, Russian President Vladimir Putin and others.

Modi invited Saudi Arabia to join the initiative of the International Solar Energy Federation and the crown prince announced the Kingdom's acceptance of the invitation.

On Wednesday, Secretary of State Mike Pompeo said there was "no direct reporting" connecting the prince to the columnist's killing, contradicting the CIA's recent assessment.

"The response of Canada to the Khashoggi affair is one of those instances in which we see a consensus emerging between Canada and certain European Union countries in trying to preserve the rule-based worldwide order", she said.

It was unclear whether the French president was calling for an worldwide investigation beyond existing Turkish and Saudi probes.
