As he drove through the smoke and haze to yet another shelter, he said, "I'm also under a dark emotional cloud".

"Mother Nature has given us a short reprieve ... but we know tomorrow Mother Nature's gonna turn her fan back on and the winds are going to start blowing", Ventura County Fire Chief Mark Lorenzen told reporters.

"Managing all the forests everywhere we can does not stop climate change", Brown said.

The Paradise fire is one of three burning across more than 1,000 square kilometres of the Golden State.

Local power authorities told state officials that an outage occurred near the spot where the fire erupted, The Sacramento Bee reported, but there is no official cause of the blaze.

The death toll in wildfires sweeping California has risen to 31, with more than 200 people still unaccounted for, officials have said.

The devastation was so complete in some neighborhoods that "it's very hard to determine whether or not there may be human remains there", Honea said.

He wrote: "Mr President, while people's homes are burning, while lives are being lost & while firefighters are risking their lives, California needs words of support & encouragement, not threats or finger pointing & accusations".

Firefighters made progress against the blaze, holding containment at 25 percent on Sunday, but they were bracing for gusty winds predicted into Monday morning that could spark "explosive fire behavior", California Department of Forestry and Fire Protection spokesman Bill Murphy said. Malibu, home to Hollywood stars, was also ordered to evacuate. Not much is left in Paradise after a ferocious wildfire roared through the Northern California town as residents fled and entire neighborhoods are leveled.

The twitter account for the California Professional Firefights union stated that the President "owes the men and women of the fire service an apology".

At the southern end of the state, where the "Woolsey Fire" is threatening mansions and mobile homes alike in the coastal celebrity redoubt of Malibu, the death toll has been limited to two victims found in a vehicle on a private driveway.

A member of the Malibu City Council was burned trying to save his home but was expected to recover. It crossed U.S. Highway 101 just a few miles east of Thousand Oaks, where 12 people died in a bar shooting Wednesday night. They are the Woolsey Fire in Los Angeles and Ventura counties (which has burned 83,275 acres and is 5-percent contained), and the Hill Fire (which has burned 4,531 acres and is 65-percent contained), according to Cal Fire.

Fire officials are bracing for potentially more fires in Southern California's inland region as high winds and critically dry conditions were expected to persist into next week. But it was devastating out here in Malibu.

He lived in Paradise for almost 80 years, moving there in 1939, when the town had just 3,000 people and was nicknamed Poverty Ridge.

Gov. Jerry Brown said he is requesting a major-disaster declaration from President Donald Trump that would make victims eligible for crisis counselling, housing and unemployment help, and legal aid.

Drought and warmer weather attributed to climate change, and the building of homes deeper into forests have led to longer and more destructive wildfire seasons in California.

California Volunteers: The state office manages volunteer programs in California. "This will continue in the next 10, 15 to 20 years".

Jon Tripp's house was one of them.

"My house no longer stands but the memories shared with family & friends stand strong", she continued.

No houses or businesses have been lost, but a number of RVs and outbuildings have been burned, and a firefighter suffered a minor injury, authorities said.

In Northern California, where more than 6,700 buildings have been destroyed, the scope of the devastation was beginning to set in even as the blaze raged on.
