Strong gusts caused a storm surge with waters inundating low-lying areas in the eastern states of Odisha and Andhra Pradesh, and the winds, on par with a Category 2 hurricane, wreaked havoc on infrastructure, blocking roads and hampering emergency work.

Reviewing the already afoot evacuation process starting with Ganjam district, Patnaik said all schools, colleges and anganwadi centres would be closed on October 11 and 12.

The IMD said rainfall would be accompanied by gale wind speed reaching 140 to 150 kmph and gusting to 165 kmph along and off Odisha and north Andhra Pradesh coasts. It is very likely to be phenomenal over the west-central and the adjoining north Bay of Bengal and along and off the south Odisha coast till Thursday, it said.

Affected districts are Ganjam, Gajapati, Khurda, Puri, Jagatsinghpur, Kendrapada, Bhadrak and Balasore districts.

Those evacuated were being kept in special shelters and pregnant women were moved to state-run health centres and hospitals, the commissioner said.

Andhra Pradesh State Transport Corporation suspended its bus services as uprooted trees blocked roads at several places.

Titli would start changing its track during the afternoon hours, which would then track northeastwards towards Gangetic West Bengal across Odisha. Weather officials have issued warnings to local fishermen and teams of National Disaster Response Force (NDRF) and State Disaster Response Fund (SDRF) are on alert.

At least 300,000 people have been evacuated from the low lying areas of five coastal districts in Odisha state.

Uddanam region in Srikakulam district, equally known for its coconuts as for its people suffering from Chronic Kidney Disease (CKD), was the worst affected.

It was also very likely to intensify further into a very severe cyclonic storm during the next 18 hours till early Thursday, the India Meteorological Department said.

Effect of the landfall of the Very Severe Cyclonic Storm was also largely felt in Bhanjanagar and Aska.

Reports of trees, electric poles getting uprooted and damages to kuchha houses were reported, officials said, adding that road communication in some places, including Gopalpur and Berhampur, was snapped.

In view of rough sea conditions, the IMD has also advised hoisting of great danger signal GD-10 at Gopalpur and Puri and GD-9 at Paradip and Chandbali ports in Odisha.
