Once a powerful Category 4 storm, Florence became a slow-moving Category 1 before it made landfall near Wrightsville, North Carolina, on Friday.

One of those was the Waccamaw River in South Carolinas Horry County, which had reached 8.9 feet by Saturday; it floods at 11 feet.

Tropical Storm Florence continues to weaken as it dumps unsafe amounts of rain across the Carolinas.

National Hurricane Center Director Ken Graham said radar and rain gauges indicated some areas got as much as 2½ feet of rain, which he called "absolutely staggering". The gradually slowing but still life-threatening storm is moving northwest at 15 miles per hour (24 kph).

Tropical-storm-force winds, caused by hurricane Florence, are moving onshore of the outer banks of North Carolina with continued expectations of life-threatening storm surge and rainfall, the U.S. National Hurricane Center (NHC) said in its latest advisory on Thursday.

On its Facebook page, the county said the evacuation was in effect along the Lower Little River near the Cumberland County line.

Stream gauges across the region showed water levels steadily rising, with forecasts calling for rivers to crest Sunday and Monday at or near record levels. Flood stage is 18 feet.

More than 760,000 customers in North Carolina were without power and 21,000 people were being housed in 157 shelters across the state. His body was discovered by family members outside his home.

Money also is available to the state, some local governments, and some private nonprofit groups on a cost-sharing basis for emergency work in those counties.

But the storm was shaping up as a two-part disaster, with the second, delayed-action stage consisting of inland flooding, caused by rainwater working its way into rivers and streams.

Overnight about 150 people in New Bern, North Carolina, were trapped in their homes and other establishments after rising water due to storm surge reaching 10 feet, according to CNN. Storm totals could reach between 30 and 40 inches in some areas. "And we had no belief it would be as significant an event as it was", he said.

As of noon, Swansboro, North Carolina, had almost 31 inches of rain, Emerald Isle had over 23, and Wilmington and Goldsboro had about a foot.

The National Hurricane Center says top sustained winds have dropped to near 50 miles per hour (80 kph) with higher gusts, and Florence is expected to become a tropical depression later Saturday.

At 8 a.m. Saturday, Florence stalled about 35 miles (55 kilometers) west of Myrtle Beach, moving forward at just 2 mph (4 kph), with top sustained winds of 50 mph (80 kph). That, in turn, could trigger epic flooding well inland.

North Carolina Governor Roy Cooper said the hurricane was likely to "continue its violent grind for days" and described the severity of the downfalls as a "1,000 year event". The storm is some 400 miles (645 kilometers) wide.

Almost 814,000 homes in North Carolina and 170,000 in SC are without power. She retreated and was eventually rescued by a boat crew. The military announced Saturday morning it was deploying almost 200 soldiers to assist in Hurricane Florence response and recovery efforts, along with 100 trucks and equipment.

A severe inland flood threat is emerging as remnants of Florence pound the Carolinas with almost nonstop rain for a second day since the once major hurricane howled ashore.

As the United States dealt with Florence, a strong typhoon tore across the northern tip of the Philippines on Saturday, killing at least three people, wrecking homes and triggering landslides before heading toward Hong Kong and southern China.

Forecasters warned that drenching rains of anywhere from 1 to 3½ feet as the storm crawls westward across North and SC could trigger epic flooding well inland over the next few days.
