Idlib's dominant rebel faction is Tahrir al-Sham, a jihadist alliance spearheaded by al Qaeda's former official affiliate in Syria, the Nusra Front, though other insurgent groups are also present.
It has staged two major incursions into Syria, creating a buffer zone along its border in an area north of Aleppo that adjoins Idlib, where it has set up a local administration alongside Syrian rebel groups.
Russian air raids ceased in and around Idlib on August 15, but regime forces and their allies have continued shelling rebel positions there, the war monitor, the Syrian Observatory for Human Rights (SOHR), said.
During the Syrian Civil War, which began in 2011, two USA programs attempted to assist the Syrian rebels.

The Pentagon responded Friday, saying, "Russia has recently launched a concentrated disinformation campaign to discredit the United States and worldwide partners and allies" and calling Lavrov's allegation about preparations for a staged chemical strike "absurd". The General Assembly is expected to meet on September 20.
Idlib is home to more than one million displaced Syrians from across the country, including tens of thousands of rebel fighters and civilians evacuated from former opposition enclaves over the past two years.
The UN is desperate to avoid the deaths of civilians seen recently in other parts of Syria such as Aleppo, Raqqa or the Eastern Ghouta, and its diplomats are appealing for all sides to show restraint.
