On "Outnumbered" on Thursday, Melissa Francis said she doesn't understand why Trump weighed in on the matter, calling it "incredibly distasteful" to debate Maria's death toll as another deadly hurricane bears down. "Or should we call it the dead zone?"

San Juan Mayor Carmen Yulín Cruz, a frequent critic of Trump, was appalled by his latest message. While Cora acknowledged the government helped Puerto Rico, he questioned whether it did enough.

"To be tweeting about 3,000 people and being efficient, it's actually disrespectful for my country", Cora said.

Hurricane Florence began battering North Carolina on Thursday night, beginning an onslaught that will provide the Federal Emergency Management Agency a chance to fix its bruised reputation following the federal response to Hurricane Maria.

The death records were provided by the Puerto Rico Vital Statistics Records division of the Puerto Rico Department of Health. He says the process was "carried out properly".

Trump's repugnant lies which aim at politicizing a tragedy that claimed thousands of lives is yet another example of the POTUS trying to play the blame game without any proof. The eye of the storm was expected to come ashore near Wilmington, North Carolina, where businesses were boarded up and streets deserted.

While the President has frequently praised the government response in the year since the hurricane, others in the administration have acknowledged learned lessons.

Chuck Schumer, the Senate Minority leader, said Trump owed an apology to the 3,000 families for "the shameful attack on deceased fellow Americans".

He claimed the Democrats were behind the figure in order to politically discredit him.

Mr Trump's tweets came as Hurricane Florence approaches the Carolina coast and is expected to cause risky flooding and tornadoes.

He said: "When I left the Island, AFTER the storm had hit, they had anywhere from 6 to 18 deaths".

The study, which was conducted without the backing of any political group, surveyed 3,000 residences across the United States' territory and found Puerto Ricans died at a much higher rate in the four months following the hurricane than in the same time period a year earlier.
