Omar Enrique Santa Perez, 29, of North Bend, peppered the concourse with bullets, seemingly choosing his targets at random before officers rushed to the scene and gunned him down, said Eliot Isaac, Cincinnati's chief of police, at an afternoon news conference.

A gunman opened fire in a downtown Cincinnati office building Thursday, killing three people and wounding at least two more before he was fatally shot, police said.

Police have not yet determined whether he was killed by officers or by a self-inflicted gunshot.

"I commend the law enforcement, fire and EMS personnel who swiftly responded to the scene and share my deepest sympathies with the innocent victims of this violent attack".

Cincinnati Police have confirmed that five people were injured in the shooting and there are four fatalities, including the shooter.

The shooting happened near Cincinnati's landmark Fountain Square. And Cranley said things "could have been much, much worse" without it.

Streets around the building at the city's Fountain Square were closed Thursday morning, as were sidewalks.

The situation appeared to be under control shortly before 7 a.m.

Multiple people had been transported to an area hospital but there was no word on their conditions.

Police Chief Elliot Isaac said police will notify their next of kin before their identifies are announced. A phalanx of police officers and ambulances rushed to the scene at the height of morning rush.

He was not a current or former employee at the center, whose primary tenant is the Fifth Third Bank headquarters, and officials say they are not sure of his connection with any surrounding businesses.

Witnesses tell me they heard 10-12 shots.

The University of Cincinnati Medical Center received victims with gunshot wounds, a woman and three men, said Kelly Martin, senior director of UC Health. Citing radio traffic, the newspaper said no officers were hurt.

Bank manager Greg Harshfield, who on the 29th floor of the building when the shooting began, said that he heard multiple shots and saw police arrive nearly immediately.

Fifth Third Bank is one of Cincinnati's dominant financial institutions with 121 local branches.

The building is located in Fountain Square, a hub for entertainment and dining in the city.

"She walked in the door and he shot her", Cain told The Enquirer, saying that he heard up to 15 shots fired.

"All he had to do was look over the counter at us and we would have been shot", Ginyard told reporters, adding she saw the shooter reload his pistol.

Federal and state agents were on the scene as police searched through the building.

"There was definitely a lot of blood involved", Zach Fritzhand, who works nearby, said. The Fifth Third Center is a 30-story skyscraper that sits on the square.
