Shaken after seeing waves crashing on the Neuse River just outside his house in New Bern, restaurant owner and hurricane veteran Tom Ballance wished he had evacuated.

As of 4 a.m., Florence was 30 miles (45 kilometers) east of Wilmington, North Carolina.

"I feel like the dumbest human being who ever walked the face of the earth", he said.

Hurricane Florence is inflicting its long, agonizing assault on the North Carolina coast, with winds whipping at 90 miles per hour and life-threatening storm surge pushing ashore as the lumbering storm's eyewall begins to reach the coast. It blew ashore along a mostly boarded-up, emptied-out stretch of coastline.

The eye of the storm passed over the coast near Wrightsville Beach, northeast of Wilmington, at 7:15 a.m. ET, the National Hurricane Center said.

It's now pummeling the coast of North Carolina with 90mph winds and heavy rain, the CNN reported Friday.

In all, the weather service says the greatest amounts of rain from Florence are likely in the southwestern portions of the region.

In South Carolina, more than 200 animals are riding out Hurricane Florence at a pet sanctuary.

Florence's leading edge whipped the Carolina coast on Thursday to begin an onslaught that could last for days, leaving a wide area under water from both heavy downpours and rising seas.

About 9,700 National Guard troops and civilians have been deployed, with high-water vehicles, helicopters and boats.
