Gov. John Kasich has ordered all flags at public buildings and grounds be flown at half-staff Tuesday throughout OH in honor of the Capital Gazette shooting victims in Annapolis, Maryland.

President Donald Trump has ordered flags lowered after a request from Annapolis Mayor Gavin Buckley, who made the request in honor of five journalists shot and killed last week.

Maryland state flags flew at half-staff through sunset Monday by order of Gov. Larry Hogan. The decision was reversed Tuesday morning.

The suspect has been charged with five counts of first-degree murder, and remains in police custody. On Monday they were told the request was denied.

Altomare said evidence found at Ramos' home, in Laurel, Maryland, showed that he planned the attack and that the pump-action 12 gauge shotgun used was legally purchased about a year ago.

On Sunday, reporters at the Capital Gazette published an open letter thanking supporters in the wake of the mass shooting, while at the same time criticizing Trump, saying, "We won't forget being called an enemy of the people", The Hill reported. "It was an attack on freedom of speech".

The owner of the Capital Gazette in Annapolis announced the creation of a fund for the families, victims and survivors of the mass shooting Thursday in the newspaper's office, as well as a memorial scholarship fund at the University of Maryland, College Park. "This was an attack on the press".

Presidents usually lower federal flags following the death of former presidents and service members, or other national tragedies.

The Anne Arundel Police Department took 38-year-old Jarrod Ramos, of Laurel, into custody minutes after he killed five people at the newspaper's Annapolis office Thursday afternoon. "It's about time!" Trump tweeted after lowering the flags on Trump Tower in Manhattan.

Some have also pointed out that President Barack Obama also faced criticism in 2015 for failing to quickly issue a proclamation that the flag be flown at half-staff for five US service members who were killed by a gunman at a naval reserve center in Chattanooga, Tenn.

"It's just as important as any other tragedy", Mr Buckley said. The statement says Ramos then "attempted to hide himself under a desk" until police arrived and located him.

Police identified the dead as John McNamara, 56; Robert Hiaasen, 59; Wendi Winters, 65; Rebecca Smith, 34; and Gerald Fischman, 61.

Ramos signed the letter under the statement: "I told you so", and then wrote that he was on the way to the newspaper "with the objective of killing every person present".
