"The general direction of policy will leave us in at best a weak negotiating position and possible an inescapable one", he wrote, adding: "The inevitable outcome of the proposed policies will be to make the supposed control by Parliament illusory rather than real". His deputy Steve Baker reportedly resigned with him.

His departure comes two days after Theresa May secured the Cabinet's backing at a special summit at her countryside residence at Chequers, for her Brexit plan despite claims from Brexiteers that it was too "soft".

Davis said the plan would "make the supposed control by Parliament illusory rather than real".

May's plan to adopt European Union regulations for all goods and agri-food products after Brexit "hands control of large swathes of our economy to the European Union and is certainly not returning control of our laws in any real sense", he said.

He said he was "unpersuaded" that the government's negotiating approach "will not just lead to further demands for concessions" from Brussels.

However, Michel Barnier, the EU's chief Brexit negotiator, welcomed the plan and said: "I am ready to adapt our offer should the United Kingdom red lines change". Environment Secretary Michael Gove said Sunday that it did not contain everything he wanted but "I'm a realist". He was promoted to the Department for Exiting the European Union as a parliamentary under-secretary in June previous year.

She will say: "Over that time, I have listened to every possible idea and every possible version of Brexit".

"Those of us who believe that we want to execute a proper Brexit, and one that is the best deal for Britain, have an opportunity now to get behind the prime minister in order to negotiate that deal", he said.

Peter Bone, a Eurosceptic MP allied to Mr Davis, told the BBC that he didn't see how the prime minister could get her Brexit plans through Parliament, and also that he couldn't see how she continue in her position if she didn't give into anger from the Conservative backbenches.

Jacob Rees-Mogg, a leading Brexit hardliner, told Sky News: "This is very important. If the Brexit Secretary can not support them they can not be very good proposals". It vows to press for a free trade area for goods with the European Union and maintain close links.

It is unclear whether Brussels will accept this, after repeatedly warning Britain it can not "cherry-pick" bits of its single market.

UK Foreign Secretary Boris Johnson.

In the Commons, Mrs May will acknowledge that there have been "robust views" around the Cabinet table and a "spirited national debate" since the 2016 referendum decision to leave the EU.

The Prime Minister signalled her readiness for an emergency reshuffle to "bring on talent" if any rebels quit.

The Liberal Democrats called on people to sign a petition for a vote on the proposed deal, adding: "The resignation of David Davis is yet more evidence of the chaos of this Tory Brexit".

Former MP for Peterborough Stewart Jackson has left his role as a special adviser in the Government following the surprise resignation of the Brexit Secretary.
