Putin told a closed-door gathering of Russian ambassadors this week that he had proposed the eastern Ukrainian referendum, which would be held under global auspices, to Trump at their summit in Helsinki on Monday, Bloomberg reported, citing two anonymous sources who attended the meeting.

With Trump under fierce criticism in the United States, the White House on Thursday rejected Putin's proposal that Russian authorities be present for the questioning of Americans it accuses of "illegal activities", including a former USA ambassador to Moscow.

Director of National Intelligence Dan Coats said Thursday he had yet to be briefed on the private session.

The US president flew in from London to Helsinki and the Russian President, Vladimir Putin, came from Moscow. The official, who spoke on condition of anonymity to discuss internal planning, said the talks would also cover nuclear proliferation, North Korea, Iran and Syria.

Coats, who oversees and coordinates the CIA, NSA and other USA espionage bodies, likewise said at the Aspen Security Forum in Aspen, Colorado, that he was surprised at Thursday's announcement that discussions were underway over Putin visiting the White House later this year.

"We want very much to have a strong Russian Federation because a strong, competent, prosperous, stable Russian Federation is we think in the interest of the world", Clinton can be heard saying in the video.

The criticism came after what many considered the most hard week of Donald Trump's presidency.

In Moscow, Antonov said it is important to "deal with the results" of the first summit before jumping too fast into a new one.

Before the meeting in Helsinki, Coats publicly warned that the United States was facing a growing cyber threat, singling out Russian Federation as the country's most hostile adversary. She called on House Speaker Paul Ryan (R-WI) to clarify that Putin will not address Congress.

The report said Putin told the diplomats that he had agreed not to disclose the referendum plan publicly, in order to give Trump time to consider it. Trump was initially warm to the proposal, proposed by Vladimir Putin, calling it "an incredible offer".

He said he was not aware of an invitation from Trump for Putin to visit Washington later this year, but stressed that Moscow was ready to discuss such a visit.

On Monday, Putin described the proposal when he was asked about the possible extradition of 12 Russian intelligence officers indicted in the United States on charges of interfering in the 2016 election by carrying out cyber attacks on Democratic Party networks.

He reiterated denials of Russian meddling in the 2016 presidential election - interrupting a questioner to say "We didn't interfere!"

In the days since, Trump has tried to walk back his comments, saying he supports the USA intelligence findings on Russian Federation.

Trump left the White House for his New Jersey golf club for the weekend.

Coats, who oversees the nation's 17 intelligence agencies, also said that if he had been asked, he would have advised Trump against meeting Putin alone, with just interpreters. "In the United States, in Russian Federation, or anywhere else", Schumer said in a statement. Konstantin Kosachev, head of the upper house of parliament's foreign affairs committee, said Thursday the idea sets a risky precedent that threats the "the whole idea of diplomacy", according to Russian news agencies.
