Privately, Trump has insisted he is right to push forward with a practice that has drawn outcry from across the political spectrum.

That amount, which matches the current estimate for complete funding for the wall, is even greater than the $18 billion Trump previously requested during a failed effort to get wall funding in exchange for protection of undocumented immigrants brought to the children, known as Dreamers.

U.S. officials say more than 2,300 children have been separated from their parents or guardians since early May, when the administration announced its push to arrest and charge anyone illegally crossing the U.S. -Mexico border, regardless of whether they were seeking asylum.

The undocumented migrant children that come to the U.S. with their parents are deemed unaccompanied minors once their parents are detained.

In the six weeks since Attorney General Jeff Sessions announced the zero tolerance policy, almost 2,000 minors have been separated from their families.

Trump on Tuesday defended the policy, saying "we've got to stop separation of the families", but says: "we can't let people pour in". There is no law mandating the separation of children and parents at the border.

"Unacceptable additions have bogged down every piece of legislation we've done", he said. Under the Obama administration, such families were usually referred for civil deportation proceedings, not requiring separation.

"We do not share the same model of civilization, clearly we don't share certain values", Benjamin Griveaux told France 2 television.

Video footage released by the Government showed migrant children held in wire cages, sitting on concrete floors.

What's heard in the audio are presumed Central American children wailing and sobbing for their parents. Reuters could not independently verify the authenticity of the tape.

"MS-13 gang members are truly, and you've heard me say it, animals-and yet Nancy Pelosi and Washington Democrats continue to protect them and to push for open borders", Trump said.

The president was to visit Capitol Hill this afternoon to discuss the crisis with House Republicans.

Both bills were offered as alternatives in case broader GOP immigration legislation heading for a vote this week fails, as is likely. Details were still in flux.

Maryland Rep. Elijah Cummings, the top Democrat on the House Oversight and Government Reform Committee, pleaded with Republicans on the panel to end what he called "internment camps".

They have joined a growing chorus of voices condemning the policy, as the White House said it was looking at emergency legislation meant to keep immigrant families together, tabled by Republican senator Ted Cruz, of Texas.

Mark Harris, a conservative pastor who is trying to win a seat in a district outside Charlotte, North Carolina, said in a statement when his campaign was contacted by Reuters that he has "a growing concern with what is happening" and urged Congress to act. The church said the move was approved by 600 of its clergy and laity. Orrin Hatch (R-Utah) calling on Attorney General Jeff Sessions to halt family separation out of "human decency" as Congress works on a solution.
